Amvrakikos Gulf Marine Restoration and Conservation Seascape Project

Project Design and Development Strategy

2025

Greece

the case

The Amvrakikos Gulf project, spearheaded by Blue Marine Foundation and a consortium of leading Greek and international partners, was selected in 2024 by the Endangered Landscapes & Seascapes Programme (ELSP) as a flagship marine restoration initiative.

Facing decades of ecological decline, the project aimed to address complex threats across biodiversity, fisheries, water quality, and community resilience of this Natura 2000 site.

ELSP’s support was contingent on the submission of a comprehensive set of technical documents to officially launch the project. This requirement posed a significant challenge for the client, who needed to coordinate input from a diverse group of partners, including top universities, NGOs, and research institutes, each responsible for a different aspect of restoration, from endangered species recovery to lagoon fisheries and marine pollution.

PROJECT GOALS

DOTANK Plus was tasked with the development of the full project strategy and all donor-required documents, ensuring accuracy and alignment across partners. Acting as the link between the consortium and ELSP, we secured funding and strengthened the project’s positioning by developing its communication and advocacy strategy to drive restoration and influence policy, governance, and community engagement.

our approach

1. Strategic Partnership Coordination

Established strong working relationships with each partner organization, fostering open communication, trust, and a shared understanding of project objectives across the consortium.

2. Iterative Co-Development and Feedback Integration

Facilitated continuous feedback loops by connecting all partners in an iterative drafting process to develop, refine, and finalize all technical documentation required by the donor.

3. Client and Donor Alignment Management

Ensured consistent alignment between the client and the donor by systematically collecting, consolidating, and integrating feedback at every stage, guaranteeing that final deliverables met high technical quality and strategic relevance.

4. Communication and Advocacy Strategy Development

Expanded support beyond technical documentation by designing the project’s communication and advocacy plan, including narrative framing, identification of key stakeholders and decision-makers, and the development of a structured advocacy approach to strengthen long-term policy and institutional support.
