Amvrakikos Gulf Marine Restoration and Conservation Seascape Project

Project Design and Development Strategy

2025

Greece

the case

The Amvrakikos Gulf project, spearheaded by Blue Marine Foundation and a consortium of leading Greek and international partners, was selected in 2024 by the Endangered Landscapes & Seascapes Programme (ELSP) as a flagship marine restoration initiative.

Facing decades of ecological decline, the project aimed to address complex threats across biodiversity, fisheries, water quality, and community resilience of this Natura 2000 site.

ELSP’s support was contingent on the submission of a comprehensive set of technical documents to officially launch the project. This requirement posed a significant challenge for the client, who needed to coordinate input from a diverse group of partners, including top universities, NGOs, and research institutes, each responsible for a different aspect of restoration, from endangered species recovery to lagoon fisheries and marine pollution.

PROJECT GOALS

DOTANK Plus was tasked with the development of the full project strategy and all donor-required documents, ensuring accuracy and alignment across partners. Acting as the link between the consortium and ELSP, we secured funding and strengthened the project’s positioning by developing its communication and advocacy strategy to drive restoration and influence policy, governance, and community engagement.

our approach

1. We built strong working relationships with each partner organization, ensuring open communication and shared understanding of project goals.

2. We facilitated continuous feedback loops. By connecting all partners we drove an iterative process to develop, refine, and finalize every technical document required by the donor.

3. We maintained alignment with both the client and the donor. At every stage, we collected and incorporated feedback from both sides, making sure the final documentation met the highest technical and strategic standards.

4. We moved beyond the initial documentation phase and developed the project’s communication and advocacy plan. This included framing clear messaging, identifying key stakeholders and decision-makers, and equipping the consortium with a structured advocacy strategy to secure long-term policy and institutional support.
