Policy Call-to-Action Development

The Local Capacity and Awareness of Life for Youth (LOCALY) project was a youth focused environmental capacity building project implemented across Europe, designed to empower young people to address environmental challenges within their local communities. Through hands on engagement, youth participants developed practical solutions to local environmental issues while strengthening skills related to collaboration, critical thinking, project design, and civic participation.
Despite the growing contribution of youth led initiatives to local sustainability outcomes, these efforts often remain under recognized and under supported by local authorities.
PROJECT GOALS
DOTANK Plus was engaged to develop a Call to Action that would articulate the value of youth led environmental action and advocate for stronger institutional recognition and support
The objective of the assignment included developing a clear, evidence based advocacy paper addressed to local policymakers that would:
- Highlight the dual impact of youth led environmental initiatives on local sustainability outcomes and youth employability
- Translate project experience and youth perspectives into concrete policy recommendations
- Advocate for the formal recognition, funding, and integration of youth organizations into local sustainability transitions
- Support the dissemination of a coherent policy message across the EU
our approach
1. Policy Framing and Narrative Development
We structured the Call to Action around the intersection of environmental sustainability, youth participation, and employability, positioning youth led environmental action as a strategic asset for local development.
2. Synthesis of Project Learning and Youth Insights
We reviewed project materials, toolkit content, and outputs from youth organizations to identify policy gaps, enabling factors, and structural barriers, translating these insights into policy relevant messages.
3. Targeted Policy Recommendationsx
We developed concrete and realistic recommendations addressed to local authorities, focusing on recognition mechanisms, funding pathways, and institutional partnerships.
